A non-CE certified machine is an illegal machine.

The technical file is a collection of documents, hence the name "file".

The technical file is often confused, even by professionals, with the installation, use and maintenance manual, but they are two different things. In fact, within the technical file there must be the manual, which is one of the documents that make up the file, but the latter is much more.

We can state that the technical file is the CE marking in its documentary form, that is, it is the written "form" of the CE marking.

The CE marking is a set of activities that the manufacturer necessarily carries out in order to create a product. Risk analysis, drawings, diagrams, calculations, tests, checks on purchased materials, production checks, final testing are all activities that cannot be missing from a production cycle.

The producer, almost always interested in achieving the final objective, i.e. the creation of the product, often forgets to formalize, that is, put all these activities in black and white, with the consequence that he can achieve a product that complies with the laws, but is not able to prove it with documents.

The technical file consists of the following documents:

⦁ Installation, use and maintenance manual,

⦁ Declaration of conformity,

⦁ Label, containing the fundamental data of the product and the CE mark,

⦁ Standards respected for construction, performance, safety and quality

⦁ Risk analysis and compliance with the Regulations

⦁ Bill of materials of components and materials used,

⦁ List of suppliers,

⦁ Drawings, calculation reports, photos, any certificates or test tests

⦁ Production control procedures,

⦁ Testing procedure.

The manual, declaration of conformity and label documents must accompany any product on sale.

TAKE CARE WHEN CHOOSING YOUR CONSULTANT

Certification work is demanding, time-consuming and costly because it involves a large amount of work. In recent years, consultants have attracted customers with low prices and then deceived them. Every machine and every product placed on the European market must be fully defined from a safety perspective by a technical file which, according to the European directives, must contain:

• Harmonised standards purchased from European bodies, which the designer uses to carry out the conformity work. These documents belong to the manufacturer; they are neither lent nor photocopied, but remain in the manufacturer's technical file as an integral part of it.
• A risk-analysis study in accordance with the standards.
• A construction and performance study in accordance with the standards.
• An installation, use and maintenance manual.
• A declaration of conformity.
• CE identification marking.
• Manufacturing drawings.
• Three-dimensional exploded views of the machine.
• Calculations and diagrams.
• Invoices for materials and components and a list of suppliers.
• Production control procedures.
• A testing procedure.
• Certificates and test reports where required.

If the technical file delivered to you DOES NOT MEET all the above, YOU HAVE BEEN DECEIVED!

Certification platforms have been observed where, for an annual subscription, manufacturers print false declarations of conformity for products and machines lacking both a technical file and basic safety requirements. This constitutes a CRIMINAL OFFENCE: issuing FALSE CERTIFICATES, MISLEADING AND ENDANGERING THE PUBLIC. Ignorance of the law is no defence and can result in very severe penalties for the manufacturer, whether using illegal certification platforms or machinery technical-inspection platforms.
